Could be a new free software like Table Ninja that people are using to make their bet sizes, was it just a few players or everyone? Not seen this myself when I play.

Not sure about the 14c but min raising in late position has always been quite common in Zoom as you get more folds.

12c is the closest you can get to a 2.5x open which a lot of players including myself use from every position as recommended by w34z3l. Open raise sizes have deceased in the 11 years I've been playing to force people to defend wider with a weaker range, or make a mathematical mistake. In general they don't adjust as much as they should, and the argument that you're missing value with a less than 3bb size isn't really agreed upon these days unless you have a premium and are targeting a whale in which case making is huge is fine.
