Don't 3bet bluff him. If he is raising every hand from every position like you say and not folding to 3bets, then you just want to start 3betting more linear for value. Lets say you are BUvCO and he is opening really wide from the CO. Something like 40%. Lets say normally you 3b from BU 8-9% and that is something like TT+, AJs+, KQs, AQo for value and you have some mix of things like K8s, Q8s, J8s, some offsuit BW like KTo or QTo for bluffs, whatever you have that completes the 9% polarized 3bet range. Just eliminate all the bluffs and start 3betting something like 88+, A9s+, KTs+, QTs+, JTs, T9s, AQo. So its just the top portion of value hands but a similar 3bet percentage to what you use you could maybe even do more. You can also flat some more hands, some more suited connectors and 1 gappers, some more Kxs, etc.

Not saying that should be the range per se, but you get the idea. The wider he opens and the less he folds to 3bets the more you can 3bet for value and cold call in position.

if the table is tight, play more aggressive
if the table is lag, play more tight
