SB is likely overplaying 99-JJ. UTG does indeed look like a fish based on the stack size, but this limp -> all-in from UTG is a bit like ABC poker with aces and that's pretty much a standard fish move with rockets or kings. After all, in NL10 people have very unbalanced 3-betting ranges and like no balance in four betting ranges, you get 1:1.5 (with the assumption of sb folding), so a real equity of somthing along 1:1.5 vs 1:2.
