Shove pre. he is most likely to have a value hand when 4betting BB vs SB and SB 3betted UTG. Hard to extract value OOP if we take a flop.

I would generally be raising getting it in preflop, with sometimes calling pre having position player dependent. If I have evidence of a wide 3b range I will be more inclined to call pre or small reraise. Vs this player with a small sample and low 3b I would be just getting it in pre. Depends on my image also. If they have seen me active I am more inclined to try and get them to shove pre.

Preflop call looks even stronger than just shoving in my opinion and given your lack of position it's also considerably more problematic. Shove pre and call it a day.
