My question here is... in these situations is this ever a call vs 3 streets of value bet?
I found myself in this situation before.
Cbet from villain is 100% but only over 14 hands so I can't really be taking it into much account.

Player 4(SB) $10 - VP:0 PFR:0 AF: W: STL:|100 3B:0| CB: N:-0.15 Hands:2
Me(BB) $10
Player 6(UTG) $12.38 - VP:21 PFR:7 AF:Inf. W:33|100 STL:25|100 3B:0| CB:0|100 N:0.43 Hands:14
Player 2(CO) $5.81 - VP:57 PFR:29 AF:Inf. W:22|50 STL:33|0 3B:0|0 CB:100|100 N:3.20 Hands:14
Player 3(BTN) $13.10 - VP:20 PFR:15 AF:4.0 W:0| STL:25|75 3B:11| CB:100| N:2.35 Hands:20

Pre Flop: Me(BB) with [Ts,9s]
Player 6(UTG) folds,
Player 2(CO) raises 0.30,
Player 3(BTN) folds,
Player 4(SB) folds,
Me(BB) calls 0.20

Flop: (9h,5d,5c)(2 players)
Pot - 0.65
Me(BB) checks,
Player 2(LP) bets 0.50,
Me(BB) calls 0.50

Turn: 4s (2 players)
Pot - 1.65
Me(BB) checks,
Player 2(LP) bets 1,
Me(BB) calls 1

River: 2h (2 players)
Pot - 3.65
Me(BB) checks,
Player 2(LP) bets 2,
Me(BB) ?

Versus a full stack I'd be 3betting but a call is ok I expect given villain's stack and probably recreational.

I'd probably raise the turn and get stacks in for 50bb. Can't see me folding the river on a blank but I'd have made my mind up before then.

It seems like I'd be calling down flop/turn/river because I was at a loss as to what to do. I try to avoid this using my usual ploy of if in doubt get out. It's a bit nitty but it works for me for now. I hate not knowing where I am in a hand.

Pre flop this is a call for me, even vs a full stack.

Against this guy who looks like a bad player I would make the call on the river. Against an unknown or a confirmed reg at these stakes I would be happy to fold.

Do not 3Bet pre there is literally 0 theory being doing so to back that up.

The hand has played fine and I would call the river vs a LAG and fold vs a NIT

It's unlikely that 3betting preflop can ever be bad. There is literally no theory to back up the calling is better than 3betting either, it's just something that players have a tendency to do. Including me for the time being, I would just call. But if you have strong feelings that 3betting is terrible then something is not aligned.

Anyway, basically never call vs 3 streets from villain. Usually call just 2 and fold river. And this is assuming that the sizings are somewhat regular and that the turn is not an overcard. Usually we would call on an overcard also, but the paired nature of the board makes counterfeiting possible and kills some of our outs.
