This player had been fishy and called a lot of flop, turns in position. How does that affect my 3bet and 3bet sizing?
Postflop I feel i will get called pretty much on flop and turns here. Should I bet with my gutshot? Maybe small bets cause he seldom raises? Or is check/call the best line?

If they float a lot post flop, value bet light and bluff less. I'd go ahead and bet the flop with our over card and gutshot, even if they do call a lot I expect every non-pair hand to fold that doesn't have a gutshot on this board. $1.50~ is nice.

Turn is a fold as played.

For 3 betting I would switch to a de-polarised range for both in and out of position. No need to try and bluff him with combos which rely on turn or river fold equity to stay profitable.

As played I would still c bet with so many nice turn cards, and we can of course have the best hand and get thin value if he's floating so much.
