I kind of want to call down because they rep very little on the flop other than 99 and maybe A9 if they call that.Their turn bet also doesn't make too much sense as if they had value they'd typically go higher than half pot.

I would be happy to fold the river. These out of rhythm leads on the turn and river are very rarely bluffs, and here there's no draws he can play this way.

Calling the turn must be fine but if we call on the river I'd expect to see a set or better two pair almost every time. Villains river aggression is pretty low as well, so he's not doing this very often.
