Villain is loose, but usually has a hand on rivers. Is this fold too passive? If I call turn I'm not folding river getting 1:4

Your hand isn't really that strong here in a 3bet pot, looks like a decent fold to me, his sizing looks like he is trying to take you to value town (I'm not sure how the games here play fwiw).
