Should this be a call OOP?

I think it is ok to 3b fold ... we 3b his opening range which we are significantly ahead of but fold to his 4b range which we are likely reasonably behind.

+1 @Joshk81 but also fine to mix in to our calling range sometimes.

This will be opponent dependent. I feel like 3bet/folding will be correct most of the time (especially vs. players with PFR of 15) but including this in your calling range is also a valid plan.

I would never call this OOP. I would expect villain to be 4 betting less than 3.5% in squeezed pots where he expects less fold equity. Villain also looks a bit nitty, so maybe than 4 bet stat hasn't converged properly yet.

It's also of note that CO called with only 50bb so that makes it much less likely MP doesn't have something decent.

co looks fishy so i like sqz to isolate him but when mp 4bet we are behind ,also he is a nit 18/15 .
